Balasubramanian, a retired Chief Government Specialist living in Jayamkondan, Ariyalur District. He has been working as a doctor in various government hospitals for the last 25 years and retired as the Chief Physician from Jayamkondan Government Hospital.
He owns the land and a house in Yuttappallam and Jayamkondan areas. At his place, near the Jayankondam bus stand, he has planned to construct a commercial complex and has applied for a loan from the Indian Overseas Bank in Gangaikondacholapuram. Vishal Patel, a native of Maharashtra, is currently working as a bank manager. While meeting, the bank manager inquired him in English, “Do you know Hindi?”. The doctor told, “I don’t know Hindi, but I know Tamil and English.” However, the manager of a North Indian said, “I am from Maharashtra, I know only Hindi.So Language problem.”
Although, the doctor said that he had all the documents, but the bank manager over and over talked about the language issue and said that it was not possible to provide a loan without looking at any document, regarding for the loan. The doctor sent a notice to the bank manager for a compensation, saying that he was depressed since he was denied a fundamental right due to a language problem.
